Hengelo, January 18th 2021 – Tercera, specialist in software for the digitization of the spatial planning of municipalities and provinces, joins Exxellence Groep, majority participation of Main Capital. After the combination with Zaaksysteem.nl in May 2020, T&T Vertrouwd Verbonden in August 2020 and very recently 4Value in December 2020, Tercera is already the fourth step in the buy-and-build strategy to form strategic combinations with leading companies in the (semi-)government market, in order to improve the product offering and added-value for (semi-)public customers and to provide a sustainable counterbalance to the larger players in the market.
About Tercera
Tercera supplies web-based software for the Environmental Act, serves as an advisory body to the government and specializes in the digitization of spatial plans. Tercera is the first company to develop a working digital link via software with the National Facility for Publication (LVBB). Since 2001, Tercera has been involved in digitizing and co-drafted five practice guidelines (PRPP2006, PRpSV2008, PRPV2008, PRPT2012 and PRSV2012). The organization serves more than 130 authorities, including all provinces, three water boards and a Ministry. Examples of customers are the province of South Holland and the municipality of Haarlemmermeer.
Cooperation Tercera – Exxellence Groep
Together, Tercera and Exxellence Groep have more than 600 customers and 230 employees and serve most of the Dutch municipalities and (semi-)public organizations throughout the Netherlands. With the strategic combination with Tercera, Exxellence Groep and Main Capital are taking a big step in expanding the product portfolio and in doing so optimize the added value for customers. After laying a solid foundation with Zaaksysteem.nl (in May 2020), the step in the integration layer with T&T Vertrouwd Verbonden (August 2020) and the step into the tax domain with 4Value in December 2020, the combination with Tercera is a very strategic fourth step into the spatial planning software domain. Supported by Main Capital, the combined company will continue to explore further strategic combinations with software product providers in the government market. The group’s ambition is to grow into a leading provider of software solutions and related services within the (semi-)government market in order to expand the product range and added value towards customers and to provide a sustainable alternative to the larger players in the market. Main elaborates on the experience gained in this market with former portfolio company Roxit. The organizations will strengthen each other on a functional level whereby outstanding service provision for the customer is the starting point.
Lieuwe Koopmans (Management Tercera): “We have grown strongly recently and have further expanded our software. For us, joining the Exxellence Group is a welcome and logical next step to safeguard our current market position and the further innovations of our software for the purpose of the Environment Act / DSO.”
Michel Veenhuis (CEO Exxellence Groep): “With Tercera, we are strategically expanding our existing position within the spatial planning domain. This expansion offers Exxellence many opportunities to respond strongly to market needs. Namely renewing the current application landscape around the DSO. Together with Tercera, we are able to take a leading role in the legislation and regulations that are still under development.”
Charly Zwemstra (Managing Partner Main Capital): “Main has a strategic focus and has entered into a long-term partnership with Exxellence Groep to support the company in its next phase of growth. After the combinations with Zaaksysteem.nl, T&T Vertrouwd Verbonden and 4Value, this is another important step towards a leading position in the (semi-)public market, by means of a strong product and service range aimed at strategically supporting organizations within the public domain.”
